
Max Bell Foundation is pleased to announce the appointment of Donna Miller as Chair of its Board of Directors, effective following our May 2025 board meeting.
Ms. Miller was appointed clerk of the executive council and cabinet secretary in Manitoba in 2015. Prior to that, she served as Deputy Minister of Justice. From 2005 to 2010, she was Associate Deputy Minister of Justice of Canada.
In addition to her career in the public service, Ms. Miller taught at the Faculty of Law and Department of Political Studies at the University of Manitoba. Among her many volunteer roles, she also currently serves as the Chair of the Board of Trustees of United Way Winnipeg.
Ms. Miller obtained her BA from The University of Winnipeg before completing law degrees at the University of Manitoba and Osgoode Hall Law School at York University. She was the lead counsel in many constitutional cases before the Supreme Court of Canada.
As a lawyer she was appointed as Queen’s Counsel and she received the Manitoba Bar Association Distinguished Service Award and the John Tait Award of Excellence from the Canadian Bar Association Public Sector Lawyers. She also received the Queen’s Diamond Jubilee Award for her contribution to public service.
