Summary
The Green Fiscal Report Commission will prepare a series of reports over three years on Ecological Fiscal Reform (EFR). EFR is an approach to taxation that reduces tax on labour and income and shifts it toward pollution and resource waste. The reports will examine the potential for EFR to improve economic outcomes and assess important policy details such as federal-provincial coordination, alternative tax-reform options, and crucial distributional issues among sectors, regions, and individuals. The EFR project will aim to inform taxation policies and encourage improved capital productivity while decreasing pollution, resource waste and consumption.
