Summary
Canadian schools have typically taught literacy using a “wait to fail” approach. Only students with failing literacy skills are targeted for intervention around age 8, when the problem is first detected. This project will implement a Response to Intervention (RtI) approach, which measures literacy learning beginning in the early elementary school years. The RtI approach favours frequent and early testing because evidence suggests that early identification and intervention is more likely to affect positive learning outcomes.
