The goal of this project was to inform policy discussion about new findings related to school effectiveness and improvement. It intended to further the work of the International Congress for School Effectiveness and Improvement (ICSEI). ICSEI was founded to provide a forum for researchers, policymakers, developers and educators to engage in dialogue in order to improve education for all students. The success of the project was evaluated on the basis of several considerations, including the quality of published findings, the number of participants active in the ICSEI network, and the rate of follow-up participation in research and discussion online following the 2001 ICSEI conference.

This project resulted in the successful 2001 ICSEI conference held in Toronto, Ontario. During the conference researchers distributed surveys to 50 leaders in the field of educational research and development, and conducted a further 20 interviews, meeting with 12 plenary speakers and 10 leading Canadian experts on educational change. They received positive feedback about the success of their online initiative.
